Invoice Terms missing from Client Portal

v5.8.38-C156 new install. I have gone to Settings > Client Portal > Authorization > Invoice Terms Checkbox enabled.

And Settings > Company Details > Defaults > Invoice Terms filled in my terms and saved twice.

When the client clicks to pay an invoice the Terms box pops up and there is no content in the box. The Terms are shown on the Invoice. Same happens on Quotes.
