I would like to enable paying by credit card within the Stripe Connect payment gateway for some clients, but not all clients. Is this possible?

Yes, you can create two Stripe connect gateways with different settings and include each in different client groups.
Note: to create the second gateway I think you’ll need to temporarily archive the first one and then restore it afterwards.
