Recurring projects and bill tasks above budgeted hours

Hello

Is it possible to create recurring projects?
And is it possible to only invoice the hours that are “over” the budgeted hours?

Eg. I have monthly services like ‘server management 2 hours’ which recur each month. I would like to recreate that project each month and that the tasks of the first 2 hours are “free” for the client and time above 2 hours are billed.
