Can't add tax to expenses anymore

I’m currently using InvoiceNinja v5.4.9 and can’t add taxes to expenses anymore.
The field to select the tax when adding a new expense is gone and I’m getting the notification:

Expense tax rates are disabled

When trying to enable the tax rates for expenses in Settings → Tax settings → Expense tax rates I get the notification Succesfully saved settings but the tax setting isn’t saved.

Unfortunately there are no errors for this in apache log or larvavel.log.

Any advice what to do?

Global expense tax rates have been added in 5.5.6. and can be enabled in settings.

Per Item tax rates worked in 5.5 and up if enabled, when I was testing out trial migration.
